Housing Authority Program:

This training program, mandated by state law, was developed in cooperation with the New Jersey Department of Community Affairs. Both commissioners and executive directors must complete a series of required and elective courses to fulfill the requirements. The executive director series also is available on a national basis in cooperation with the Public Housing Authorities Directors Association (PHADA).

Certificate Requirements
Housing Authority Executive Directors

The program involves ten (10) courses, all of which must be completed within two years of appointment.

Special note: An executive director for a housing authority that is also a redevelopment agency must complete Principles of Redevelopment in addition to the ten-course PHA curriculum.

  • Procurement and Contract Management
  • PHM Certification*

* This course is not offered by Rutgers. Credit will be awarded to anyone who has completed a PHM training program offered by NAHRO, the National Center for Housing Management, the Institute for Real Estate Management, or the National Association of Home Builders. Housing Authority Commissioners

Housing authority commissioners must complete five (5)courses within eighteen months of appointment. Special note: Commissioners for an authority that is also a redevelopment agency must complete Principles of Redevelopment in addition to the other five courses.

Redevelopment Agency Executive Directors

The program involves four (4) courses, all of which must be completed within two years of appointment.

Required Courses (3)

  • Ethics
  • Planning and Development of Affordable Housing
  • Principles of Redevelopment

Electives (1)

  • Design Principles for Redevelopment Projects
  • Negotiating Redeveloper Agreements

Redevelopment Agency Commissioners

Redevelopment agency commissioners must complete two (2)courses within eighteen months of appointment.

Required Courses (2)

  • Ethics
  • Principles of Redevelopment

Electives

  • None

Registration

Use the form in the program brochure to register prior to the course start date. Faxed registrations (732/932-3586) are accepted but must include payment information. The University reserves the right to cancel any course if there is insufficient enrollment. UPON RECEIPT OF YOUR COMPLETED APPLICATION FORM, AND CHECK, VOUCHER OR CREDIT CARD INFORMATION, A CLASS SPACE WILL BE RESERVED FOR YOU; THEREFORE, NO CONFIRMATIONS WILL BE SENT.

Withdrawal

CGS will refund the full course fee less a $25 processing charge to any student who notifies CGS in writing of his/her intent to withdraw. Notices of withdrawal must be submitted at least two business days prior to the course start date. Withdrawal notices sent by fax (732/932-3586) will be accepted as well as notices sent by mail.
