Overview
The Center for Government Services (CGS) at Rutgers University assists the Division of Codes and Standards in the New Jersey Department of Community Affairs in offering more than 325 seminars required by law for Construction Code Enforcement Officials, Technical Assistants, and Multiple Dwelling Inspectors.
The mission of the Continuing Education Program is to further the professional development of code enforcement personnel by providing quality educational offerings through continuing education programs for licensed inspectors and their support staff. Together, our state and local governments are committed to protecting the health, safety, and welfare of all people throughout our communities to ensure that New Jersey continues to be a safe and desirable place to live.

Continuing Education Seminars
The Rutgers Center for Government Services Continuing Education Program offers technical seminars in the following code areas:
- Building
- Electrical
- Elevator
- Fire
- Mechanical
- Plumbing
- Multiple dwelling
- Special inspectors
Additionally, administrative seminars are offered for all code enforcement officials.
Registration Information
The fall semester runs from September through December. The spring semester runs from March through June. You must complete your continuing education requirements during this time period. All continuing education requirements must be met within the regularly scheduled program. Make sure you are selecting seminars that meet CEU requirements for your license.
Registration Procedure: Most seminars for the Fall 2024 semester will be delivered virtually, with limited in-person offerings during the last week of October. To register, and for more information, please visit https://tinyurl.com/onlineUCC.
Online Seminars: Online seminars are identical in content and timing to our in-person training programs (5 or 10 hours, 0.5 or 1.0 CEUs). You must have operating microphone and speakers on your computer to receive credit, as you will not only need the speakers to hear the presentation but will also have the opportunity to ask questions of the instructor and have them answered live. Seminar Times: Check-in/registration for the full-day seminars begins at 8:00 AM; the seminar instruction will begin at 8:30 AM and conclude no later than 3:00 PM. We also have evening sessions where the hours are split between two or more days. Check-in/registration for those seminars begins at 6:00 PM; seminar instruction will begin at 6:30 PM and conclude at 9:00 PM. Be sure you can allot the entire period of time to attend. Students who miss a substantial portion of a seminar or who leave early, for any reason, will not receive credit.
Semester Credit Grid: For your convenience, we have created a grid of the seminars organized by the course number. It indicates the course code, date, and duplicate and reciprocal credits. Credit is applicable only to those areas marked in the grid or noted in the course description. If you are unsure of the credit available and its applicability to your license, please confirm with the DCA prior to registering. Reciprocal Credit: The Division of Fire Safety will award reciprocal credit for those seminars marked with a flame icon on the grid. In order to receive reciprocal credit, you must provide your Division of Fire Safety certification number. The Board of Electrical Contractors will award reciprocal credit for those seminars marked with a bolt icon on the grid. For some electrical seminars, the approval of the Board of Electrical Contractors is currently pending. In order to receive reciprocal credit, you must provide your current contractor’s license.
Seminar Limits: Please note that repeating a class within a given licensure cycle will result in no credit being awarded. Also note that if your license or certification has already expired, you must pay the Licensing Office the required late fee(s) before the license or certification can be renewed. Further, there is only a 3-year grace period to renew a license or certification. If your license or certification has been expired for more than 3 years, it cannot be renewed through completing continuing education classes. You should call 609-984-7834 or email the office at education.unit@dca.nj.gov to ensure your license can be renewed.
Special Inspector Certifications: Certified special inspectors should register only for specific seminars meeting the continuing education requirements for their area of certification. Courses applicable to and counting towards renewal of a Structural Welding and/or Steel Bolting special inspector certification are identified by “SS” as noted in the grid. Likewise, Structural Concrete and Masonry special inspector seminars can be identified by “SC,” EIFS special inspector courses will be noted as “SE,” and, finally, Spray-Applied Fireproofing special inspector courses are denoted by “SF” in the grid.
Cancellation Policy: If you are unable to attend a seminar for which you registered, you should click the “cancel” link in the confirmation email you received from GoToTraining. If you encounter any problems with this, please email education.unit@dca.nj.gov.
ICC Preferred Provider Program: The DCA/RU educational program is now an approved preferred provider with the International Code Council (ICC). The goal of the program is to support our licensees and other interested parties who also maintain ICC certifications. The use of ICC or Preferred Provider training is required as a condition of all ICC certification renewals. Our participation in the program will mean that our courses will be approved to also meet the ICC certification renewal requirements. Program participants need not do anything different: our seminar completion certificates will include our provider number (1091) as well as the ICC course number associated with the approval.
